Outlook Rules can not be deleted, activated, blank description (sh

I have am using XP PRO SP2 Outlook 2003 with Exchange 2003 SP2 with all
Windows updates. I had rules stored on the server and one or two client
based rules. Today I decided to add a rule by selecting the email create
rule, "from email address move to folder". The weird thing was that it
wasn’t allowing me to select the "move to folder" so i backed out of the rule
creation and tried again. This created a junk rule though, that couldn't be
deleted or activated. I created another one, same result. So first thing i
did was export all rules, then logged out. I logged back in and imported
rules. All the rules imported but were client only. WTFO. I couldn’t delete
or activate the rules the all show as "client only". I tried the following
in this order w/o any results:

Detect and Repair- Nothing
Reboot-Nothing
ScanOST-Nothing
Create New Profile-Nothing
Repair from Add/Remove Programs

If I try to create another rule I get the “One or more rules could not be
uploaded to the Exchange server and have been deactivated. This could be
because some of the parameters are not supported or there is insufficient
space to store all of your rules.â€

In the Rules Description area below the list of rules is blank, nothing to
modify.

The strangest thing to me is that I can't delete the rules or activate
client rules from my outlook.

Is there something I may need to do on the server?
