Outlook requesting data from server

When using outlook 2000, 2002, or outlook xp, I have
encountered a problem with a box appearing with a bar
running across requesting data form the exchange server,
it pops up at least 3 to 4 times a day. I have checked the
server and the mailboxes etc are below the limit, so I
cannot see why it keeps asking for a request when I expect
the emails to be flowing in.

please help?
 
I have no problem with outlook 2000 but I got the same
massage"Outlook requesting data from server" after I
upgrade to outlook 2003. All other outlook 2000 clients
working fine.
 
my experience has been, in an XP environment, removing the microsoft firewall resumes performance back to normal operation or no delays.
