Outlook reply to settings

In Outlook 2003, is it possible to change the settings for the text
that outlook generates when replying to an email.

To:
Sent:
Subj:

I am using an edited Normal.dot for a template for emails, and my
problem is that it will display this text above the template. I would
like it if instead could display this at the bottom, or possibly not at
all. So far, my only solution I have found is to change the format of
a reply to Attach the message instead of include in message.

Any suggestions?

Outlook provides no way to change that format.
