Outlook replacing apostrophe with special characters

When we get a reply to an email, the original message (still embedded in the
reply) is now corrupted with special characters. I've pasted in the sample
below. Any thoughts as to why the apostrophe and "double space" is being
replaced?


Surprise it’s me! Hopefully your trip was uneventful. I left a voicemail
on your cell, but I wanted to follow up with an email about what has
transpired. It’s too much to for an email, so if you could give me a quick
call at your earliest convenience even if it’s after hours my cell.

We use the Western European (ISO) by default in Outlook. I had her open one
of the messages and change the encoding by going to View-Encoding. When she
chose Unicode (UTF-8) and saved the changes, the message then converted to
"normal". Is there a setting we should change on her Options so that her
system will auto-detect this encoding from the sender?
