Outlook repeated requests for Network Password

I am having a problem with Outlook's repeated requests for my Network
Password. I can't even do the test send/receive as other users have been
able to do, as it fails. (I know this has been asked several times, but
there are no answers out there that work for me - I have tried them all.)

I am using Windows XP and Outlook 2007.

I have been using Outlook 2007 fine with no problems for about 2 months now,
the problem just started happening today. I did make a change on my
computer, today i installed a software called Remove from Group. I removed
that software after having this issue and the issue persists. I have turned
off automatic send/receive and the problem persists. The only other thing
different that I am doing today is I am using Act 2008 to send the emails,
however other people at my company with the same configuration have been
doing this as well with no issues.

I have followed all suggestions including those at Article ID 209684 in MS
Help and Support, as well as the suggestions from JeePee to check my registry
to make sure it has all the necessary files. It does...

Please help, I am about ready to pull my hair out.

Does it work correctly in Outlook Safe Mode?
Start-> Run; outlook.exe /safe

Also, if you have a virus scanner that integrates with Outlook, disable this
integration and try again.

Repeated password requests can often be caused by AntiVirus software setup
to scan email that develops a problem with it's name cache. Are you running
an AV application setup to scan your email?

It does not work in safe mode. I do have a virus scanner, but it has been
working fine for months and just started messing up yesterday. Do you think
the virus scanner would suddenly cause this issue after working all this time?

Very possible. AV scanners can update themselves without telling you,
unless you've configured them to do so.

Absolutely! That's usually how it happens, everything is fine for a long
time, then suddenly, it doesn't work...VERY common. Try uninstalling the
AntiVirus program, then re-installing it without any email scanning. You do
not need email scanning anyway, it is redundant, it does nothing but cause
problems, and your system is still fully protected without it, provided the
resident file system scanner is kept up to date.
