Outlook registry entry for Daylight Savings

Anyone know where the registry entry is to put a tick in the box for Outlook
(in this case 2000)?
It looks like this setting is read from the current machine -but even though
I have this set
some computer users don't have it set! Of course the tick can only be put
in as (local)administrator
and this writes to local machine---there must be a setting that current
user/Outlook uses?

this was a problem with the local_machine's setting which propagated to
Outlook
even thought the DST box was ticked the entry was invalid---as found by
w32tm /tz
