outlook read receipt - turn off COMPLETELY!

I have a user that has turned off the option to 'never' send a read-receipt -
although someone has managed to bypass this and they are receiving a
read-receipt from this user (let's call them X) (without asking X how they
have done this - we need to disable the read-receipt option for ALL messages)
Can anyone advise on how X has still managed to geta read-receipt and
secondly how we can stop them!

Apologies, my PC crashed and I checked if it had posted my first question but
I couldn't find it so assumed it hadn't!!

There is a software called MSGTAG that can circumvent Outlook settings
and somehow enforces some kind of read receipt. I don't know how it
works, but this is probably what 'X' is using. http://www.msgtag.com/
