Outlook Public Folder Permissions

Hello

Does any 1 know how to use permissions for public folders, so that
read is on but visble can be switched off?
The visible permission activates automatically, i would like to set
read permission but leave visible turned off?
 
Not possible. Users can't read the data in the folder unless the folder is
visible.

My problem is i want to direct users to a folder via a link on a 2nd
folder homepage. I do not want them to be able to go straight there
via the folder list. Is there any other way i could work this?
