Outlook pst file

I had to re install my windows xp. I am running Office 2007. I lost the pst
file and I am trying to import one that is older and the permission is denied
or I don't have permissions to import it.
What can I change to the file file to allow this?

Re installing win does not necessarily lose the original data file, but it
very much depends on what type of winxp reinstallation, of which there are
several types.
