Outlook profile question

I have a Windows XP machine with dozens of different users that log
into it. I would like them all to be able to see the same outlook
profile. What I would like to do is somehow create the profile under
one user and then push it to all other current and future users as a
default profile.

I have tried using the Windows Default User located in Documents and
Settings but that didn't seem to work. Any help would be
appreciated.

Not possible. Mail profiles are kept in the user-specific portions of the
registry

A PRF file should be able to help with this. The Office ORK for your
version of Outlook should have to tools you need. Download the appropriate
ORK from Microsoft.
