Outlook permissions tab missing in roaming profile

User's roaming profile is somehow corrupting his Outlook.
Permissions tab is missing, so can't grant permissions
for others to view his Calendar, etc. Believe it's profile
issue because Outlook permissions (for my account) are
available using my login. Also, Permissions tab missing
using his login on another PC.

Tools | Options | Other | Advanced Options | Addin Manager -- make sure the
DLGSETP.ECF file is installed, as well as the OUTEX.ECF and OUTEX2.ECF
addins
