Outlook, Out office assistant

When I am trying to open Out of Office Assistant I am receivng the message:
The command is not available. See the program documentation about how to use
this extention.
 
Version of Outlook?
Connected to Exchange?

I am running Office 2002(XP) and am connected to the exchange Server, I have
done a Uninstall and re-install of Office Xp and the (ECF) extension files.
This is only happening on one PC.
