Outlook opens twice

I have a client that is using Outlook 2003. He is able to open Outlook
multiples times. How do I disable the ability to open outlook twice?

1. Click right mouse on outlook shortcut.
2. Click [Properties]-[Shortcut] Tab
3. Modify [Target] as below.
"C:\Program Files\Microsoft Office\Office11\OUTLOOK.EXE" /recycle

While Yvonne007's advice can limit the number of Outlook processes to one
(most of the time), it won't prevent multiple windows for that single process.
One can always right-click any folder and choose "Open in New Window" to bring
upi what looks like (but isn't really) a second instance of Outlook. There is
no way to disable that, that I'm aware.
