Outlook - opening up browser window when link is clicked

Can someone describe the prescribed behavior of Outlook when you click
on a URL link inside an email. Can it be changed to open a new browser
window by default every time?

I assume that it would open a new browser window by default. It's
driving my users crazy because if they have any browser instances open
beforehand, Outlook often takes over one of those and redirects them
away from their current page. It's behavior seems unpredictable.

Can Outlook be configured to open a new browser window by default?

I apologize if this is a stupid question.

See if unchecking "Reuse windows for launching shortcuts" helps, this
setting is located Control Panel > Internet Options > Advanced.

I never read all of those advanced settings in IE.
I guess I should start.
