Outlook notification problem

I have ticked the 'show envelope in notification area' box in options in
outlook but when I receive mail it is still not showing any suggestions ?

Also on previous versions of outlook when you received an email a
notification was show in the middle of screen until read. Now all there is a
desktop alert that goes after 30seconds. Is there anything that I can do to
keep a notification permanently on the screen or such like?
