Outlook not working properly

I was wondering if anyone has experienced the same
problems that I am having with my outlook. Right now,
when I open outlook it gives me an error message "Server
Busy!"; then the program doesn't respond.

How do I fix this problem???

What version of Outlook?
What type of connection? Exchange, POP3, IMAP, HTTP, other...?
Contacted the server administrator already?
