OUtlook not storing messages

I have had this happen to me a few times now and it's dam anoying.

When the storage capacity is reached for a PST file, Outlook opens and
begins to download the messages from the mail server, but it does not save
them. Instead it finishes the send/receive and then tells me that the
storage capacity has been reached and I loose all of my mail.

Question : Are the messages actually sitting somewhere in a tmp file that i
can retreive them from or are they lost

Why does it do this? is there a way to stop it?
