Make sure that after you exit Outlook that there are no remnant
outlook.exe processes still running (Task Manager -> Processes tab).
Wait a minute to let Outlook complete its exit, longer if you installed
add-ons that only run on exit from Outlook, like the Personal Folders
Backup (PFB) add-on from Microsoft which copies your .pst file but has
to pend the exit of Outlook to do so. If after a minute there are still
instances of outlook.exe still running, kill them.

Start Outlook in its safe mode ("outlook.exe /safe") which will not load
any add-ons you installed into Outlook, like perhaps an interceptor for
your anti-virus program because you installed their superfluous e-mail
scanning module. If Outlook behaves after loading and exiting it
without loading any add-ons then the problem is with an add-on. When
Outlook loads, it has to load all the add-ons. If an add-on hangs or
crashes on loading it, Outlook also hangs or crashes. When Outlook
exits, it has to unload all the add-ons. If an add-on hangs or crashes
on unloading it, Outlook also hangs or crashes.
