Outlook not responding

For the past two days I have been receiving this message shown below.
Calling the ISP is to no avail, stating that they do not support Outlook. I
am able to receive my email on the web, but not into Outlook. I looked at my
Outlook email settings and ran the test, which reported everything OK. Can
anyone shed some light on a resolution to the problem? Thanks.

Task 'pop.charter.net - Sending and Receiving' reported error (0x8004210A) :
'The operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

I am having the same problem. Doing a Detect and Repair in Outlook
helps sometimes, but nothing seems to stay fixed. I have also run the
Tests, and sometimes they work and somtimes not without any changes to
the settings.

Any help would be greatly appreciated.

Try enabling diagnostic logging to see where the error in communications may
be.
Exactly how is version-specific and you decided stating your Outlook version
wasn't important.

Sorry, I'm using Outlook 2002 SP3.
