Outlook not responding using icon to execute

When I attempt to click on the Outlook icon just the splash screen
shows and won't continue loading. Ctrl-Alt-Del shows that
Microsoft(R)Outlook(R)2000 running and will eventually show not
responding. I can run Outlook using Start-Run then outlook.exe /safe,
Outlook will run then. What is going on and how can I fix it. Thanks
