outlook new mail envelope in windows taskbar

i am trying to enable the "outlook new mail envelope" in
windows taskbar for even when outlook is closed, that way
i can know new email arrives w/out having to open outlook
every 5 minutes. thanks.

p.s. im running outlook 2002

Outlook can't receive new messages if it's not running.

well i guess what i am asking is if there is a way keep
outlook minimized in the right side of the taskbar while
