Outlook / New Email / Delivery options - Setting custom time for "Do not deliver before:"

Hi,

By default the Delivery options show the current date / 5pm as the
default delivery time. Can I customize the "default" setting to be:
(a) some other time, or
(b) right now + an hour?

What version of Outlook? Exactly what does one click to see thie value you
describe?
 
I am experiencing this same problem. This just started a couple of days ago.
I am using Outlook 2007 beta.
