Outlook needs attachment reminder to prevent forgotten attachments

"Attachment Forget-Me-Not" utility is provided by a third party, but
Microsoft should provide a similar add on.

Senders forget to attach documents all the time. The add-on should scan the
text of the email looking for text in the message that indicates that there
should be an attachment. If no attachment is included, then a reminder flag
should pop up before the message is sent.

And of course if a series of emails were being sent that included the
phrase "attached to" or " attach to" this would get VERY ANNOYING.
