outlook message content missing

Using outlook 2003, some messages come in blank, but I know there is content.
I have Norton antivirus and tried turning off the 'check incoming mail'
option under email settings, but to no avail
 
Check your View, Encoding setting in one of the blank emails. Change it to a
diff setting and see if that helps.
 
And how about Outlook 2007? I do not have AVG. I have Symantec 10.1.6 and am
getting random blank emails. The header comes thorugh, but the body is empty.
All of my office partners can see and read the exact same emails. They have
the exact same software versions.

That's because you have Symantec scanning your email. I'm surprised you're
not having more severe problems. DISABLE ALL email scanning and try again.
You DO NOT need email scanning; this is straight from the horse's mouth:
