Outlook: "mark my comments with" is not selectable.

I would like to insert comments marked with my name into email replies. The
checkbox to do this, however, is greyed out. How is it "activated" so that I
can check the box?

it's a feature that works only with RTF and HTML mail formats - so change
the default format you use in tools, options, mail format and you can edit
the field. Change it back to your preferred format - but note it will only
work when the message is not plain text.
