Outlook keyboard colon instead of question mark

Outlook 2007
When I try to use the shift key to enter a question mark in a new message,
it puts in a colon. If just hit that key for a forward slash I get a
semicolon. Pressing the semicolon key gives me a ç and holding shift to try
to get a colon returns Ç

what the heck did I do and how do i fix it????

i've been copying & pasting question marks for the last few hours!
