Outlook junk filter doesn't allow blocking empty messages

I receive about 20-40 emails a week that contain nothing, no subject, no
message, no from address.
Looking at the message headers (View Options) - it contains - typically the
following:
Received: from 65.174.80.55 [159.148.54.65] by mail.flarehosting.com
(SMTPD32-8.05) id A08E6B0D011A; Sun, 26 Feb 2006 05:18:54 -0500
Received: from G[3
X-UIDL: 434567564

The junk mail filter doesn't catch the messages - and I can't create a rule
- because the rules require a sender, subject, etc.

Any chance the junk mail filter can be configured to delete the messages?

The filter should catch it (are you running with the latest updates?) and if
it doesn't try setting it to a higher level.

You can also create a rule to move all messages to Junk unless it has an a,
e, i, o or u in the subject (which usually is the case)

If (part of) the header is always the same you can also create a rule based
on those conditions
