Outlook insists upon "not responding" what do I do?

I have uninstalled and re-installed the programme I have also tried doing a
repair, and tried to open it in safe mode, nothing seems to work. Every
single time I try to open it the programme seems to freeze. I then push CTRL
ALT DELETE and the task manager tells me the programme is not responding. Any
suggestions? This is a very annoying problem.

By safe mode do you mean win safe mode?

Tried, from Start/Run:
outlook.exe /safe ?
or
outlook.exe /cleanpst ? - this starts OL with a new pst file

Version of OL might help and did it ever work?
