Outlook HTML double line spacing

A customber wants me to sort out his email signature. Currently he has an
image at the top of the email with his company logo then at the bottom his
disclaimer, and a couple of signature images.

Q1, Is this the best way to do it or should we use stationary for the top
image and put his signature down the bottom??

Q2, Whatever I seem to do whether it be with stationary or signatures when
he presses "enter" it does double line spacing. I know this only happens
when he uses the html email and signature and I can get round it by using
shift+enter but I want a better fix.
