Outlook has no send/recieve options

Having configured my outlook email successfully (test settings said so) I
find that Outlook has no send/recieve button, nor does it have a menu option
for send/recieve. I composed two test emails, and when I click the send
button on them, the message closes and then stays in the outgoing mail
folder. I have a dial up connection, and that is "on" when I am trying to do
this.

Test message should arrive in your Inbox if you have set up correctly. If you
didn't receive anything, you did not set up the acct correctly no matter what
the "test settings" says. Normally no Send/receive button means no acct is
set up. Go to Tools, Accounts on the menu--see if anything is listed there.
Make sure you are using the POP server settings given to you by your
provider. Do not try to set up free web mail like Net Zero, Yahoo or
Hotmail--that will not work with OL or OE. Ask your provider for help.

settings very carefully over and over. The situation is a little bit
squirly.I am using Earthlink for a dialup access. The email server is on
GoDaddy under our own domain name. GoDaddy has a relay server for outgoing
mail. I have printed out their instructions and checked it over many times.
I'm stuck...

EarthLink does not allow relaying. You must use EarthLink's SMTP server
(smtpauth.earthlink.net) as your outgoing mail server.

I was beginning to think I was daft, not finding a send button, but it seems

With Outlook closed, try deleting the file outcmd.dat located in the
(usually hidden) folder
%AppData%\Microsoft\Outlook
