Outlook hangs on opening

We're running Outlook 2000 SP3 on a Windows XP SP1 system. Mail servers are
Exchange 2003 on Windows 2000 SP3.

Sometimes Outlook hangs for several minutes at the splash screen when
opening. Other times (in fact usually) it opens very quickly.

In one extreme case a user encountered this problem, and while waiting he
logged on to another PC (Outlook 2000 SR1 / Windows 2000 SP4), opened
Outlook, read and responded to an email, and logged off before the first
system finally finished opening Outlook.

Can someone help?
