Outlook formatting buttons

My text formatting buttons on the toolbar are greyed out and unusable.
Font, size, color, bold, italic, etc. I probably miss set something
but don't know what that would be. Any suggestions? TIA.

Are you using HTML format?

No, using Rich Text. I can understand why that happens when a post
comes in as plain text and I reply but It happens when I originate a
post and it happens when I attempt to reply to a post which is known
to be in Rich Text.
