Outlook filtering rule completely fails

Some of the spam I'm getting isn't being filtered out by
my rules, even though when I save the message and open it
with Notepad (to avoid downloading the graphic web bugs
that would tell them my e-mail address is live) I can see
the matching words in the message! Can anyone help?

Remove NOSPAMFOR to reply directly
 
I believe OL rules do not run on html msgs
Try a third party spam addin

I have had some html messages filtered out, so that can't
be the case. There must be something else going on.
