Outlook express will not send or receive email. I get
the following error message: A timeout occured while
communicating with server Protocol POP3 Port110
no,error # 0x800ccc19

Can you help me?

Check with your ISP for correct email settings. SMTP is usually set to
port 25, but you need to get the right information from your ISP first.
Check on their website.
