outlook express

All of a sudden I am unable to create new message and or
reply to emails sent to me. I get the error
message "Outlook Express has an error", Unable to open
message". I am also unable to print emails due to the
same error message. I have also seen a message
mentioning msoe.dll file and that internet explorer may
not be properly installed however my internet explorer is
working just fine. Can someone help me with this?
