Outlook Express won't start

Not sure if this is where we should post this question - there was a
response to someone that they should be posting their question in
"microsoft.public.outlookexpress.general newsgroup" but there doesn't seem
to be such a group that I can find.

Here's our problem:

My son has been using Hotmail for his prime email but recently tried to use
Outlook Express. Clicking on the icon results in the cursor changing to an
hour glass for 20 seconds or so then nothing. How do we resolve this? Any
assistance would be greatly appreciated.
