Outlook express to Outlook

How do I export my contacts and storage files from Outlook express on one
computer with Windows XP to Outlook on my new computer which has Windows 7

Install the Office trial on winxp PC, configure Outlook.
In OE Export msgs to outlook
In Outlook import mail addresses
Close Outlook, copy the data file (probably named outlook.pst) to documents
folder on Win7
In outlook File>Open>Data file.....browse to and open the copied data file

You can't. Nor is this an Outlook question.
You can only transfer OE data to another version of OE, which of course
Windows 7 does not have. Outlook has nothing whatsoever to do with OE and
obviously cannot use its data files.
Ask in a Windows 7 group what its replacement for OE is. Install it. Then
ask how to transfer your old OE data to it.
Once you do, you should then be able to export that data to Outlook.

Sorry, but I don't consider installing a trial version of Office a reliable
workaround since it is unsupported software. To each his own. Go for it.
It's a good idea as long as risks are understood in advance.
Fact remains that transferring OE data is not an Outlook issue.

The solution isn't to 'transfer' the data per se. Rather EXPORT it from OE
and then IMPORT it via Outlook how is that *not* reliable if the trial
version has the functionality unlocked.

Do you consider a trial version as unreliable because it is a trial?

It's probably fine. I just don't normally recommend using trial versions of
a product that barely works in real life. I have no way of knowing which
features work and which don't.
Outlook and OE must be installed on the same partition. You can them either
export from OE (to retain message date stamps) or import from Outlook, but
you wouldn't do both.
