outlook express still defaults after installing outlook 2003

I installed outlook 2003 on a pc that already had outlook express the email
still defaults to express even efter checking 2003 as my default email
program. What do I need to do to get this to work. Would removing express
do the job?
 
You must select Outlook in Internet Options, Programs to change the default.
You cannot remove OE and you shouldn't do that anyway. OL needs OE to work
right.

I did that and it worked for a while. However, the persons pc I
installed it on said messages are now being received on the OE again,
not 2003?? Any help would be greatly appreciated, thanks.
