outlook express start not maximized (sometimes)

Hello:

I use frequently outlook express, all times maximized.
Sometimes, when I lauch it, it start windowed (not full screen), why?? and
can this be avoided?

The same think happens to internet explorer.

If it's opened by a link, it will open to the last size "remembered".
You can resize the window and close it, and that new size should be
remembered for awhile, but you can't convince a link to open it maximized.

You can right-click each shortcut, click Properties, and change the
"Run:" pane to "Maximized".
