Outlook Express send errror

A TCP/IP error occurred while trying to send data to the
server. Account: 'Verizon',
Server: 'incoming.verizon.net', Protocol: POP3, Port:
110, Secure(SSL): No, Error Number: 0x800CCC13\

I receive the above error message when trying to
send\recieve.

I followed the knowledge base article which applied to
Outlook to no avail. Can someone please help me. Outlook
Express is useless at this point.
