Outlook Express, links not responding

Links contained in my e-mail are not responding. I have done a spybot sweep
and a virus check to no avail. Another little point which may or may not be
connected, I am getting no response from clicking the HELP/Microsoft on the
web/online support.
I think something is missing - how can I reinstall Outlook Express and would
it make a difference if I did?

Try this: Start/Run/type "regsvr32 urlmon.dll" [minus the quotation
markers] and click "OK".
