Outlook Express is now Deleting Attachments

MS Excel attachments to emails are being blocked by
outlook express. The message on the email reads "OE
REMOVED ACCESS TO THE FOLLOWING UNSAFE ATTACHMENTS IN YOUR
MAIL: FILE NAME"

Any feedback would be appreciated.

Tools-> Options-> tab Security-> option Do not allow attachments...
