Outlook Express in Outlook!

I am using Outlook 2000. When I try and send an email from a web page or by
clicking on someone's emaill address within a message, Outlook Express opens
the new message window. I cannot seem to find where to change the settings
to make Outlook my default mail client. Anyone got any ideas??
 
internet explorer's tools, options, programs tab.
