Outlook Express frozen by outgoing mail

My husband tried sending a movie to someone in my outlook express. It is now frozen and it freezes up when I try to delete it. I can not send or receive emails. How can I fix this problem? It is driving me nuts and I have been trying to fix it for days. I tried deleting my outlook express but it won't delete. And if I do figure out how to delete the outlook express how do I get it back? Do I have to reinstall everything from the boot cd?

Tools>Options>Maintenance>Store folder will reveal the location of
your
Outlook Express files.

In WindowsXP, the OE user files (DBX and WAB) are by default marked
as
hidden. To view these files in Explorer, you must enable Show Hidden
Files
and Folders under Start>Control Panel>Folder Options>View.

With OE *closed* Find and delete the Outbox. A new one will be
automatically created when you open OE.

In Outlook Express, on the top of the page Click Tools, then Options,
then the Maintenance tab, then the Store Folder button. You will see
the path you have to take in Windows Explorer to get to your OE
files. It starts out as C:\. Write it down then close OE and go to
Windows Explorer and follow the path to get to the OE files. One will
be labeled Outbox. Delete it. The message will be gone and a new
Outbox will be created when you open OE.

That's about as clear as I can make it.
