Outlook Express Error Message Since Installing XP SP2

Since installing XP Service Pack 2, Outlook Express will not download my
family's Hotmail accounts.

The error message is displayed below.

Have deleted accounts and re introduced them, have uninstalled Outlook
Express and Re loaded it, have added it to the Exceptions section in the New
Windows Firewall Utility and all to no avail.

What have I overlooked?

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
