Is there a file size limitation for e-mail attachments under OE? My ISP is
telling me that there is a 3Meg send and a 5Meg receive limit.

There is no size limit in Outlook Express. ISPs place the size limit on the
service and on your email box on their email server(s).

No, that's not an Outlook Express limitation, it's one imposed by
your ISP.
