Outlook Express 6

[RAD72]

Had to reinstall appl/system on new HD. Unable to open
outlook express attachments. I get the following msg: OE
removed access to the following unsafe attachments in
your mail.

How do I correct this?

PS: Running Norton Antivirus Protection

Tools-> Options-> tab Security-> option Do not allow attachments...
