OUTLOOK EXPRESS 6 - PROBLEM OPENING HYPERLINKS

SINCE my last windows update3/17 i can not longer use my hyperlinks in
outlook express. When I press the link it pops open new blank IE window
Anyone have any idea howto fix this
 
Since this is an Outlook Express issue, why not post in an OE group like
news://msnews.microsoft.com/microsoft.public.outlookexpress.general

This group is for Microsoft Outlook, which is a totally different
program from OE.
