Outlook Express 6.0

During the past week or two whenever I add to my blocked senders list, it
will disappear everytime I exit Outlook Express 6.0.
It always worked fine in the past and I had over 400 names/email addresses
on this list. But now the list is empty everytime I go back to Outlook
Express.
All of my allowed names/email contacts are still there like always, but just
the blocked senders list is the only one that keeps wiping itself clean.
I've tried system restore but it did not make any difference.
I am not aware of any changes that I made other than downloading the latest
updates from Microsoft, and I can not find anything on the Outlook Express
menus or anyplace else that is telling it to delete anything from my blocked
senders list.
I use Norton Internet Security 2006 and check for updates everyday, and run
virus scans at least once or twice a week, but everything always comes up
clean.
How do I fix this problem, or what is causing it?
