Restoring blocked senders icon/ability in Outlook Express

Hi!

I have Outlook Express (don't know what version but got the system in Nov
06). I had some problems a couple of months ago, and the Dell folks cleaned
the system of extra stuff with remote control. But they also wiped out the
blocked senders icon/ability in Outlook Express. How can I retriever and
reinstall my blockes senders? I've read a few other Q & A's but can't even
find a Junk Mail reference anywhere in Outlook Express.
